How to prepare for a CMMC C3PAO assessment
A CMMC Level 2 certification assessment is performed by an authorized C3PAO (CMMC Third-Party Assessment Organization, 32 CFR 170.4). While the July 13, 2026 suspension of CMMC Phase 2 is in effect, solicitations may require only Level 1 (Self) or Level 2 (Self) assessments, not Level 2 (C3PAO) (Under Secretary of War memorandum, July 13, 2026). C3PAOs do not take your word for your posture. They measure your environment against the 110 NIST 800-171 controls and the 320 underlying assessment objectives, and they expect evidence for each one. Walking in prepared is the difference between a confirmation and an expensive discovery.
What the assessment actually involves
- Scope confirmation. Which systems, people, and data are in the assessment boundary, and which are out.
- Evidence review. Documentation, configurations, screenshots, and logs that prove each control is implemented.
- Interviews. Your people describing how controls actually operate day to day.
- Testing. The assessor verifying that what is documented matches what is configured.
Each of the 110 requirements ends in one of three findings: MET, NOT MET, or NOT APPLICABLE. A requirement is MET only when all of its applicable objectives are satisfied based on evidence in final form, not drafts (32 CFR 170.24(b)). A control you claim but cannot demonstrate is scored as not met.
How to prepare, in order
- Define your scope. Narrow the assessment boundary to exactly the systems that handle CUI. All 110 requirements still apply; a tighter scope means fewer assets to evidence against them.
- Measure your gap against all 110 controls. You cannot remediate what you have not scoped. Know where you stand before you spend on remediation.
- Remediate by point-recovery impact. Close the highest-weight controls first so your posture moves fastest.
- Write the documentation an assessor will accept. A current System Security Plan (SSP) describing your environment as it is today, and a POA&M tracking every open item with owners and dates.
- Assemble evidence as you go. For each control, the artifact that proves it, organized so the assessor can find it without a scavenger hunt.
- Run a readiness check before you book the C3PAO. Confirm your measured posture matches your documentation, so the assessment is a confirmation rather than a surprise.
The cost of going in unprepared
A stalled or failed assessment costs the C3PAO fee and calendar time. The Department’s own cost analysis names “market forces that govern availability of C3PAOs” as a driver of Level 2 assessment cost (89 FR 83092). Doing the measuring and the evidence work first is how you find your gaps before the assessor does.
