CMMC for small businesses: what small DIB contractors need to know
CMMC does not scale its requirements to your headcount. A 12-person machine shop handling CUI faces the same 110 NIST 800-171 controls as a 5,000-person prime. That is the core challenge for small contractors: the same bar, far fewer resources to clear it with. The good news is that the path is the same too, and how you sequence the work is in your control.
You are not a niche case, you are the majority
In its cost model, the DoD estimated that 56,689 of the 76,598 entities needing a Level 2 C3PAO certification assessment are small entities, and that small entities are 74% of the 221,286 entities subject to CMMC (DoD CMMC Regulatory Impact Analysis, page 12). Small businesses are the bulk of the affected Defense Industrial Base, not the exception.
What the DoD estimates it costs a small contractor
The Department's own analysis put the three-year cost of a Level 2 certification at $104,670 for a small entity (RIA, pages 13 to 14). Within that, the C3PAO engagement itself was $31,234 (page 26); the rest is your own staff time and outside consultant or service-provider support to prepare for and support the assessment, plus affirmations. The estimate leaves out the cost of implementing the 110 controls and remediating gaps (pages 15 to 16). That cost is the variable you control, and it scales with how far your environment is from the controls.
How a small shop gets there affordably
- Tighten your scope. Limit the systems that touch CUI. A smaller boundary means fewer assets to secure and evidence against the 110 controls, and a smaller assessment scope.
- Measure before you spend. Know your gap against all 110 controls before committing remediation budget, so you fix what matters instead of everything.
- Remediate by impact. Close the highest-weight controls first; your score moves fastest and you stop paying for low-value work.
- Put agents on the recurring work. Agents can re-scan connected sources and rebuild the documentation on a schedule, while your team records what no connector can see and your Affirming Official decides what to affirm.
What still applies while the schedule is under review
On July 13, 2026 the Department of War suspended CMMC Phase 2 outright, for every contractor and not only small ones, pending the DoW CIO’s 60-day review of the program (DoW memorandum, cleared for open publication July 13, 2026, 26-P-1023). The schedule moved. The underlying obligations did not. DFARS 252.204-7012 still requires you to implement NIST SP 800-171 and report incidents within 72 hours. DFARS 252.204-7019 and 7020 still require a current self-assessment score in SPRS, DFARS 252.204-7021 still carries the annual affirmation, and contracting officers check that score in SPRS before award. A suspension is a good time to get your baseline right.
